What is this new Warn with the yellow dots and the % hyperlink mean?

It means that every time a poster needs to be warned for breaking the rules, that will increase. You can only see yours, though.

I get the intention, but I seriously think this is going to inhibit shy, would-be posters more than it will the "troublemakers" who already know the trouble they're in. Wouldn't it be better to allow a grace period and institute this after a first warning has been issued? (Perhaps even turning it off when a poster has proven his or her intention to follow rules in the future?)

Just an idea...

We give many warnings...MANY, before the warning system is even used, it depends on the board and the MOD 95% of all our posters were "shy" at one time. This warning system is mostly for the staff have have the problem posters, it's a way to let the chain of comand in on what's going on. MB is a huge place to keep up with

Hi, I'm not sure as to why you can't but I can see it under your name fine.

FYI, we disabled the system. It needs some additional tweaking.
